Bihar Excise Officials Intercept Bullock Cart Smuggling Liquor

Excise officials in Bihar’s Gopalganj district made a startling discovery when they intercepted a bullock cart ferrying a large quantity of liquor bottles worth ₹5 lakh, as reported by Hindustan Times on Thursday. Bihar, a ‘dry state’ since 2016, has seen a slew of innovative methods employed by individuals to circumvent the alcohol ban, with this latest instance involving the unconventional use of a bullock cart.

 

Despite the state’s stringent regulations against alcohol consumption, smugglers have continually devised creative means to transport liquor, ranging from tankers, tractors, and trucks to buses, cars, and motorcycles. The recent incident showcases the ingenuity of those involved in the illicit liquor trade, opting for a mode of transport typically associated with rural agrarian activities.

Excise superintendent Amritesh Kumar Jha expressed astonishment at the discovery, emphasizing that this was the first instance of liquor smuggling via bullock cart encountered by authorities. While the smugglers managed to evade capture, excise officials seized the bullock cart, along with two oxen, and confiscated the illicit liquor.

 

Following the seizure, the confiscated items were presented before a special excise court, which directed that the oxen be entrusted to someone for their care. The incident underscores the persistent challenges faced by authorities in curbing alcohol-related offenses despite stringent enforcement measures.

 

The declaration of Bihar as a ‘dry state’ by the Nitish Kumar government in April 2016 marked a significant step towards prohibiting the sale and consumption of alcohol, including Indian Made Foreign Liquor (IMFL). However, the prevalence of clandestine liquor trade and the emergence of innovative smuggling methods highlight the ongoing struggle to enforce prohibition effectively.

 

As authorities continue their efforts to combat alcohol smuggling and uphold the ban on liquor, incidents like the bullock cart seizure serve as reminders of the adaptability and resourcefulness of those engaged in illicit activities. It underscores the need for comprehensive strategies aimed at addressing the root causes of alcohol-related offenses and strengthening enforcement mechanisms to deter such activities in the future.
